!? How do you ride? - いったいどうやって乗るの？

I sometimes see this kind of bike. Strange! I mean the relationship(?) between the handlebar and brake lever looks strange. How does the bike owner handle this bike? I can certainly see another brake lever on the bar, but I don't know the concept(?) of this bike. I still cannot understand it...

たまに、こんな感じのバイクを見る。実に奇妙である。つまりハンドルとブレーキのあり方の関係（？）が妙である。このバイクのオーナーはいったいどうやって操るのだろうか？確かにもう一つブレーキレバーが付いているのは分かるのだが、何よりこうすることの意図が不明である。未だに理解できないでいるのだが。
